Ethereum co-founder Vitalik Buterin has introduced a groundbreaking proposal, EIP-7983, to impose a gas cap of 16.77 million per transaction on the Ethereum network. This initiative, co-authored with researcher Toni Wahrstätter, seeks to address critical issues like transaction bloat and potential denial-of-service (DoS) attacks that could destabilize the blockchain.

The proposed gas limit is designed to prevent overly complex or high-cost transactions from consuming an entire block's gas limit, a situation that can slow down the network and create vulnerabilities. By enforcing this cap, large transactions, such as contract deployments, would need to be split into smaller chunks, ensuring smoother operation and enhanced network stability.

One of the key motivations behind this proposal is to bolster Ethereum's resilience against DoS attacks. High-gas transactions have historically been exploited to overload the network, and EIP-7983 aims to minimize this risk by setting a hard ceiling on gas usage per transaction, thereby reducing the attack surface.

Additionally, the gas cap is expected to improve compatibility with zero-knowledge virtual machines (zkVMs), which are integral to Ethereum's scalability solutions.
